Who could use and buy this
Hypotheses
These are hypotheses we are testing in customer conversations, not confirmed demand.
| Segment | Examples | Why they might use it |
|---|---|---|
| WA government-owned electricity retailers | Synergy, Horizon Power | Most WA households; regional and prepay customers exposed to heat |
| Water utilities | Water Corporation | The same households often struggle with water bills too |
| National Electricity Market retailers | East-coast retailers | New rule from 30 March 2027 to make genuine efforts to identify customers in payment difficulty |
| Networks and embedded network operators | Western Power, embedded network operators | Life Support customers during outages |
Users, beneficiaries and buyers
Users
Hardship, customer care and vulnerability teams who review flagged customers.
Beneficiaries
Households who get support earlier.
Buyers
[TO CONFIRM] Budget owner inside a utility, still to be validated in conversations.
Hypotheses we are testing
- A first pilot would run for one heat season on de-identified data with one WA utility.
- Value would come from fewer disconnections, lower hardship debt and complaints, and evidence of proactive identification.
- Pricing could be per active account per year or per heat season. Still to be tested.
